The NextGenerationEU programme channelled, during recent financial years, a significant amount of demand towards the energy rehabilitation of the Spanish building stock. Windows, due to their direct impact on efficiency, were a principal component of many of those projects. The local manufacturing sector had the technical capacity to respond. The commercial structure, in many cases, did not.
Energy rehabilitation operates with dynamics distinct from new build. The client is not an industrial developer nor a habitual contractor of the manufacturer. It is a community of owners, a property administrator, an Urban Advisory Centre, a municipal administration channelling aid programmes. The decision process and the expenditure cycle are different. The prescription channels are others (owners' associations, specialist installers, administration technicians) and the temporality responds to aid calls with short application deadlines.
The window manufacturer historically oriented towards new build (architect channel, construction company, professional installer linked to construction) found that its habitual interlocutors were not the relevant nodes in rehabilitation. The demand existed and, in many cases, was captured by other actors: installer companies with prior experience in rehabilitation, specialist manufacturers who did work the communities channel, importers with a proposal ready for the segment.
The reasons why part of the local manufacturer did not capture the complete demand are organisational, not technical. Absence of specific commercial structure for the rehabilitation channel (property administrators, communities, subsidy technicians). Product model oriented towards technical specification of new build, without a packaged proposal for direct replacement in existing housing. Logistical capacity adjusted to construction calendars, not to subsidy windows with short administrative deadlines. And operational unfamiliarity with the aid processing procedure, which the final client expected the supplier to accompany them through.
The reverse of the pattern is viable and the opportunity remains open. The rehabilitation programme continues, the regulatory requirements for efficiency are maintained and the structural demand for replacement of enclosures in an ageing stock is high. The manufacturer who builds specific capacity for the channel can recover a substantial part of the share ceded during the first years of the programme.
Three components define a functional system. Commercial structure dedicated to the rehabilitation channel, with managers by geography and metrics distinct from those of the new build channel. Packaged proposal for direct replacement, including administrative management of aid and accompaniment to the final client in the process. And logistical network adapted to subsidy calendars, with response capacity when the final client approves the decision, not with industrial construction deadlines.
The frequent error consists in attempting to serve the rehabilitation channel with the same structure as the new build channel. The two demands operate with distinct dynamics and require distinct capabilities. Combining both in the same team, with the same metrics and the same proposal, produces mediocre performance in both.
The committee that orders this pattern operates on three planes. Decide whether the rehabilitation channel enters the commercial portfolio as a unit with its own budget, team and proposal, or is maintained as circumstantial attention to the new build channel. Build the packaged proposal with the operational depth that the final client expects: administrative management, accompaniment in the decision, installation and service. And equip the dedicated team with capacity to operate in short subsidy calendars, with priority over industrial construction deadlines when they coincide.
Energy rehabilitation is not an isolated cycle of a European campaign. It is structural transformation of the building stock that will extend for years. The local manufacturer who assumes that transformation with specific commercial structure captures a demand that its product is perfectly prepared to serve.
